The U.S. Department of Education Awards More than 1 Million to State Education Agencies

October 2010 is grant month at the Department of Education; or so it would seem. The USDE has shelled out another 0 million plus to state education agencies in hopes of improving college access, including expanded online programs. The funding comes from the Department's College Access Challenge Program and has been dispersed amongst the 50 states as well as 5 territories, the District of Columbia and the Republic of Palau.

The program hopes to increase access to post-secondary education for all students, but specifically low-income students. Grant recipients may use the award money for a number of different services and activities.
Some of these include:
"Providing information to students and families on postsecondary education benefits, opportunities, planning and career preparation, financing options, financial literacy and debt management."
"Implementing professional development for guidance counselors at middle and secondary schools, and financial aid administrators and college admissions counselors at institutions of higher education, to improve such individuals' capacity to assist students and parents."
"Offering need-based aid to students and repayment or cancellation of student loans, or lowering of interest rates for borrowers who are employed in a high-need geographical area or a high need profession."
President Obama and the USDE appear to be doing their part to ensure that students have access to education and the means to receive a certificate or diploma.

The U.S. Department of Education Announces .9 Million in Awards for Students with Intellectual Disabilities

The USDE is awarding .9 million in 28 grants to fund programs that "create opportunities for students with intellectual disabilities to attend and be successful in higher education." The grants will fund Transition Programs for Students with Intellectual Disabilities (TPSID) at a number of two-year and four-year universities. The program aims to help transition students with intellectual disabilities into post-secondary education programs by focusing on academic instruction, independent living, and employment experience.

Schools that receive the grant will be able to better provide individualized support to each student, help students gain a "college experience" and interact socially with students who may not have disabilities, mentor students in academics, assist students with finding employment and ensure that job skills are reinforced.
Educators will be responsible for figuring out what helps students with disabilities transition and adapt and what doesn't in order for the programs to succeed. The grants will be funded for five years.
U.S. Secretary of Education Arne Duncan noted the goal set by President Obama- that the United States has the highest percentage of graduates in the world by 2020 and that the implementation of the Transition Programs for Students with Intellectual Disabilities, "make an important contribution toward that goal by giving students with intellectual disabilities the opportunity to receive a quality postsecondary education with the supports they need to attend, complete and succeed in higher education."

There's something new going on in some school districts. In Minnesota, for example, the newest development is an "alternative system for evaluating and paying teachers", known as the "Q Comp program", and has now been joined by an additional seven school districts and another 23 charter schools in the state. This brings the total participation to 51 school districts and 54 charter schools, including a few in the larger metro areas. This "education initiative" was enacted by Gov. Tim Pawlenty and is seeing fruition in his last month of office.

The tech revolution continues to sweep the nation in tons of classrooms everywhere. The Minnesota Department of Education has taken a front-row seat in integrating tech in the classroom. The Department is using the popular application, iTunes, in collaboration with its parent company, to upload "state approved lessons for teachers and preschool through high school students," said Pawlenty.

Those that participate are given an additional 0 per student from the state and "additional levy authority." Combined, that means the participating districts are receiving 4 million dollars. Those in the Q Comp program follow the prescribed system of development and evaluation for teachers with the caveat that teachers evaluate each other's performance. Another stipulation is that a teacher's pay will be linked to their student's test scores.

These changes hearkened to President Barack Obama's grant program named "Race to the Top", however Minnesota did not receive any money from the grant at that time.

Teachers are apprehensive about their pay being based on student performance, said Julia Blaha, the chapter president of the teachers union in Anoka-Hennepin. However, they do like the idea of getting feedback from their professional peers. Peer evaluation is a three times a year assessment of their teaching performance, with at least one assessment coming from a teacher who taught the same subject.

With an increasingly tech-savvy generation on their hands, school officials and law makers decided to join by adding teaching lessons andlearning online. It will act as a go between source for both teachers and students; for teachers, a resource for lessons, and for students, a type of digital library. All uploads by teachers or students will go through a screening process to see if they meet the state standard for education and are appropriate for each audience section.

So far, nearly 700 files have been uploaded and can be accessed at any time. They can range anywhere from "algebra lessons to a behind-the-scenes look at the Minnesota Zoo." Those in the department expect to see a rise in the amount of data collected as more participate in the Q comp program.

Training at the University is held in Ukrainian, Russian and English languages. Training in English language was applied in 2004 for students of the Medical Faculty, in 2006 for students of the Faculty of Economics and Management, and in 2010 for students Faculty of Electronics and Information Technologies.

Since 2006 Sumy State University turned to educational process organization according to credit-module system with appraisal plan ESTC (European Credit Transfer System), which is one of the main stages of integration into European educational expenses that allow graduates of higher educational establishments to be competitive at the labour-market and decide a point concerning educational documents recognition.

All specialities of the Faculty of Economics and Management are certificated by International Education Society Ltd (Great Britain). International certificate received after graduating from the university gives the opportunity to the bearer to achieve better results in job searching in the international and domestic job markets providing employers with relevant information, which is usually not included in a school report or another certificate.


Foreign students take an active part in scientific research. They present their results on scientific conference holding in the University or in other Ukrainian educational establishments and publish them in scientific journals. They can also apply for post-graduate studies.

The University supports a number of cross-cultural activities which allow students to become better acquainted with cultures of the colleagues they meet while studying at Sumy State University. Commissioner for Women and child welfare department?s visit to Akshaya Patra Kitchen

Anita Rajendra, Commissioner for Women and child welfare department visited Akshaya Patra foundation recently to check the implementation of the program in Visakhapatanam.  

Anasuya, Regional Deputy Director, Kameshwaramma, Project Director and Y Sunanda,  Anganwadi Supervisor accompanied her during her visit.

The Women and Child Welfare Department has also shared the impact study report on Anganwadi centers after the introduction of Akshaya Patra.

The impact study shows that there is an improvement in the performance of students and there is an increase in the number of attendees for the spot feeding program for pregnant women and lactating mothers.

Akshaya Patra nutritional program was introduced on 03-01-2011 on experimental basis and was inaugurated by the Honorable Minister for Tribal welfare Sri.Pasupuleti Bala Raju.
Currently Akshaya Patra caters 5 varieties of food from 10.30 am at Anganwadi centers.

Our Role
Akshaya Patra works in partnership with various State Governments of India to provide 1.2 million underprivileged children across the nation with school lunch. Founded in June 2000 we are now the world’s largest NGO run mid-day meal program, present in 18 locations of the country. 

Our work actively affects the 2 most critical MDGs: elimination of hunger and universalisation of primary education.

The program we implement gives underprivileged children direct access to food.
This wholesome meal is often the only nutrition they get to have during the day. Our food lab therefore strives to ensure that the meals are palatable to children, while also meeting the requirements of a growing child. The Foundation’s centralized kitchens, some of the largest in the world, use innovative technology to cook hundreds of thousands of meals in a few short hours. Our decentralized kitchens reach out to children in the remotest areas of India while also creating employment for hundreds of women.
The program also helps in the universalization of primary education.

Nearly 13.5 million children in India are out of school.* Their circumstances force them into menial labor in order to earn a single meal a day. The food we provide therefore acts as an incentive to bring children back to school. It prevents them from working while also encouraging their education. 

Surveys conducted show that the program is working. In some areas where Akshaya Patra is providing meals, enrolment for class 1 students has increased by as much as 41% during the initial year of implementation.


Akshaya Patra reaches out to 1335,106 children in 18 locations across 8 states of India, providing them with freshly cooked meal on all school days.

November 22 was named a National Day of Blogging for Real Education Reform, sparking much online conversation and debate on the current hot-topic of Education Reform. U.S. schools of all levels have faced reform efforts recently. Secretary of Education Arne Duncan joined the conversation himself, and assured bloggers that the U.S. Department of Education has been listening to their ideas and suggestions.

Duncan said that during his tenure as Secretary of Education, he has met outstanding teachers who enrich the lives of children each day, even under seemingly impossible circumstances. One such example, as Duncan points out, is George C. Hall Elementary School in Mobile, Ala., a school which "has transformed from being one of the lowest-performing schools in Alabama into a national model for achieving success in challenging circumstances."

Duncan summarized the day of discussion with four key points that were common ideas shared among he and other bloggers:

1) Our students need to be challenged. We must raise the standards that we hold students to, as well as the academic expectations we have of them in order to help motivate them toward success.

2) We must provide teachers with the tools necessary to not only do their jobs, but to excel, and we must increase our current level of respect for those in the teaching profession.

3) To create a "real" education reform, we must agree on a universal way to evaluate students and measure their progress. We must also assume responsibility for either hindered or advanced progress.

4) Parents must take an active role in their child'seducation in order to proactively encourage and complement the work that teachers do in the classroom.

Does anyone know what the Department of Education does? When & why it was created? Good questions, all. The peanut farmer, President Carter in 1979, created its current configuration. Just like every other government program, it would solve all of our societal woes. Let's see how they've done. In the seventies our high school graduation rate was about 73%. After spending hundreds of billions of our dollars that percentage has surged to...73%. So if it hasn't had an effect on graduation rate why was it created in the first place? Another great question. Boy, I ask a lot of great questions.

The Department of Education had begun in 1867 as the Bureau of Education. It was born of a disingenuous bill offered by James Garfield (before he was President). It was extolled & elaborated upon by a Minnesota congressman named Ignatius Donnelly during a floor debate in 1866. Their argument for a centralized department was basically that the post civil war southern states were incapable of educating their own children. They were, he claimed, too ignorant & illiterate. He went on to explain that this problem would threaten the whole republic. In stepped a voice of reason by the name of Andrew J. Rogers. He was a democrat from New Jersey. Never thought I'd say that. Combine the term, voice of reason, with democrat from New Jersey. Funny how things change. A shining example of one of the departments is the Office of Bilingual & Minority Language Affairs. Huh?! What the blank is a minority language? Ebonics maybe? This is still America, right? Aren't we still supposed to at least pretend to promote the speaking of English? Oh, here's a good one. There's an office in charge of talking to other offices. How could we educate our children without the Dept. of Ed.?
Now for the what do they do. I'm sure they do plenty. I'm also sure it's plenty useless. Bottom line is they confiscate our money, siphon some of it off & send it back to us as long as we do & act exactly as they demand. Just as are most things at the Federal level, they are the drug dealers & the states are the crack addicts. Most states are so desperate for cash, they'll do anything for a fix. They play right into the hands of the despots. We at the state level should be dialing back our spending so we may tell the feds to take their crack & peddle it somewhere else.

Harrison Barnes, career coach and Hound.com founder, tells us about a new chart, courtesy of the U.S. Department of Education, that shows the repayment rates for every college, graduate school and even job training program within the U.S. The numbers were pulled from the debt loads of every single student who either dropped out or graduated college between 2004 and 2008. More than 90% of Cal Tech graduates were paying on their loan balances, as were those who graduated from Christian liberal arts Dordt College.

Generally, says A. Harrison Barnes, nursing programs, those schools with Christian foundations and surprisingly - liberal arts students - were more likely to remain committed than some others. For Dordt and Cal Tech, the average financial total was around ,000 per student. For those students who were carrying more than ,000 and making efforts to pay down there debt, odds are, they attended Williams, Lafayette, Gettysburg and Colby. U.S. News reports those schools offer impressive financial aid programs.

Going south, you'll discover the University of Mobile, a private Christian school located in Mobile, AL reported only about 33% of the students who owe money are making payments of any kind (and payments of are counted in the "repayment" column). Other schools with lower repayment ratios include Grambling State and Fisk. Liberty University, recently announcing its new management system, reports a repayment ratio of 45%, says the Hound.com founder.

Ah…but things aren't always as they seem. It's important to keep in mind that those who went on to graduate school and hadn't begun making payments yet (and won't until they've completed grad school) are considered, for purposes of the poll, to be in the "no pay" column. A few deans report that students are indeed making payments - on time and every month, but are only making the minimum payments that did not cover any of the principle on their loans, but they too are being counted as non-payers. Barnes says it's important to keep perspective.

As with surveys of this magnitude, there are bound to be those who disagree with the algorithms used. Still, despite any slight imperfections or fluctuations, the big picture is clear. The bad news is there likely will no cuts to any school's tuition. Costs have been on the rise for decades and that trend is likely cemented into place. Barnes says the key to repaying student debt is to maintain consistency. Try to pay as much on the principle as possible and keep on moving forward.
